The true transformation began in 31 BCE when Roman Emperor Augustus Caesar gifted the settlement to King Herod. Between 22 and 10 BCE, Herod embarked on an ambitious building project, creating a monumental port city named Caesarea in honor of his patron. He adorned it with temples, elaborate public buildings, and entertainment facilities, including a grand Theater, Hippodrome, and a revolutionary deep-sea harbor called Sebastos (סבסטוס, Sebastos), built using innovative concrete techniques. This engineering marvel made it one of the most important cities in the Roman world in the Levant, and for much of its history, it served as Israel's capital. Caesarea had a mixed population of Jews and Gentiles, which often led to disputes and tensions.

Later, during the Bar Kochba revolt (132-135 CE), Caesarea served as a main supply base for the Roman army, and tragically, several of the Ten Martyrs (עשרת הרוגי מלכות, Aseret Harugei Malchut) were executed here, most famously Rabbi Akiva (רבי עקיבא), who was mercilessly tortured.
